Logo: Meaning
The circle of our emblem signifies the institutional unity that exists amongst the students, teachers and all other members of this institution.
The open book in the emblem stands for endless knowledge. The burning lamp (Diya) symbolises the enlightenment of mind and wisdom that comes from knowledge. “Tamaso ma jyotirgomaya” inscribed in the lower part of the loop refers to the eternal urge of human beings to be lifted from the darkness of ignorance to enlightenment and wisdom.
Haflong Govt. College :- A Profile
Haflong Government College has completed its 60th year of glorious existence on the 4th of
September 2021. This college was born through the vision of the illustrious sons of the soil like Late
N.L. Daolagupu, backed by the unstinted support of the intelligentia of that time like Sonaram Thaosen,
J.B Hagjer, Surath Chandra Daulagupu, Hironmoy Das Barman, G.C. Langthasa, P.C. Langthasa, D.
Hojai, P.K. Gorlosa, V. Hmar, Nishikanta Daulagupu, Yusuf Khan and B. Chakraborty. The dream and
vision of the pioneers became a reality with the establishment of this college on the 4th of September,
1961 and thus a new chapter was added to the annals of this hilly district. Since its inception this
premier institution took up cudgels to articulate the aspirations of the ethnic societies of the district.
This college was started as a private night college with 17 students on its roll in the Pre-university
Arts classes at the Cultural Institute Hall. Later on it was shifted to its present site in 1964. In course
of time, the college was converted to a day- college retaining the night section as an additional shift.
During later years Science and Commerce streams were added in 1969 and 1988 respectively.
Moreover, under the patronage of Dima Hasao Autonomous Council Post Graduate courses in Political
Science and History were introduced from 1997. This college can legitimately take credit for producing
a large number of graduates over the years and enabling them to occupy high positions in the society
as Doctors, Engineers, Magistrates, Administrators, Teachers and political leaders.
In the very first year of its establishment, Haflong Govt. College got recognition of Gauhati
University up to the Pre-university level. The college became eligible for financial assistance under
Section 2(f) and was declared fit to receive central assistance (UGC grant) under Section 12 (B) of
UGC Act, 1956 as per approved pattern of assistance under various schemes. The college obtained
recognition from Gauhati University for degree course in 1965. Pre-university science classes were
started from 1969. Subsequently recognition was obtained from the Department of Higher Education,
Government of Assam. Haflong Govt. College got a new dimension when it was taken over by the
Government of Assam on 5th of November, 1975. The College remained under Gauhati University till
the 20th of January 1994. But, after the establishment of Assam University, its affiliation shifted from
Gauhati University to Assam University on the 21st of January, 1994. Since 15th February 2005, the
college came under the administrative control of the Dima Hasao Autonomous Council. The problem
of acute shortage of teachers was solved with the appointment of contractual teachers/ tutors by
the Autonomous Council.
History is testimony to the fact that Haflong Govt. College has consistently been at the vanguard
of the most defining changes that the district has witnessed. Infrastructure facilities have been
continually upgraded through the initiative of the Autonomous Council and the Government. However
Haflong Government College still require genuine attention in upgrading its infrastructure facilities
and advantages enjoyed by the other government colleges of Assam.
The college is the tree of knowledge, faithfully serving the entire district. Admittedly , the
intervention and support of the Autonomous Council and the Government is indispensable for the
proper functioning of the academic scenerio.
THE MOTTO :
“TAMSO MA JYOTIRGAMAYA”
The motto of the college is “Tamso Ma Jyotirgamaya” Meaning: “Lead us from Darkness to Light”
Title is part of a Sanskrit prayer, taken from the Brihadaranyaka Upanishad, that goes:(Asato Ma
Sad Gamaya, Tamaso Ma Jyotir Gamaya, Mrityor Ma Amritam Gamaya)
Lead us from ignorance to truth, Lead us from darkness to light, Lead us from death to deathlessness.

The vision of the College includes:

• To shape our students into agents of social change, preparing them for concerted social action
and thus paving the way to mass movements which will bring about the desired liberation.

The college believes in excellence in all spheres so that the students and faculty of the college gets
high class infrastructure and opportunity learn new skills to deal with global challenges. The missions
of the Institution are:

• To develop Tribal and Rural student to face challenges of future and make them responsible
citizens of India.
• To provide quality education for all sections of society reaching out especially to the socially,
economically, culturally and educationally disadvantaged.

Haflong Govt. College offers the following courses of study:

ii) T.D.C. & FYDC Arts, Science and Commerce
iii) PG in Political Science and History
iv) Distance Education by IGNOU and KKHSOU, Assam State Open School (ASOS) under AHSEC.
CAREER COUNSELLING CELL (CCC) :
The Career Guidance & Counselling Cell (CGCC) of the College is constituted with a professor incharge and faculty members of the college to provide necessary guidance and information to the
students in shaping the future career. The cell provides relevant academic and career related
information to the students.
The Career Counselling Cell provides services by organizing Job Placements and training programs
for our students that enable them to develop applicable skills in the competitive job market. The Cell
also organizes Workshops and Seminars on Personality Development, Interpersonal Relationship,
Communication Skills, Interview skills and Presentation kills to enable the “All Round” development
of individuals.
As per the guidelines stated under the XIth plan of the University Grants Commission (UGC), the
colleges and universities are required to organize career guidance and counselling programs for the
benefit of the students. Accordingly, the Career Counselling Cell was established in 2011 in Haflong
Govt. College from the grant sanctioned vide letter No. F.3-13/2007-12 (NERO)/6187 dated 30/12/09.
The Career Counselling Cell is equipped with all the aids or gadgets necessary for conducting a
counselling program or any other presentation. These include i) Smart Class room (ii) Digital Board
(iii) LCD projector (iv) White board, (v) Laptop (vi) Desktop computer and (vii) Photocopier.
Sri Ron Kemprai is the Co-ordinator of the College CGCC.
Activities:
1. Maintaining database of students to refer them for suitable job vacancies.
2. Training students for their professional career.
3. Preparing them for competitive civil exams, higher studies and choosing a rewarding career.
4. Giving information on Professional Development courses higher studies available in India
and abroad and informing the students.
5. Conducting training programs on Behavioral Skills and Personality Developments.
6. Assisting students in discovering their strengths, sharpening their interests and planning for
FACILITATING CENTRES :
1. COMPUTER LAB & UGC NETWORK RESOURCE CENTER (UGC-NRC) :
The University Grants Commission has been assisting colleges for procuring personal Computers since 1987 under the scheme of providing computers to Colleges. The objective of the scheme is to
create awareness among staff and students about the use of computers in various activities like
administration, finance, examination and research the UGC- Network Resource Center is established
in the college premises under the financial assistance from the UGC. In addition to information and
communication network, this centre helps colleges to have an access to multimedia material in
teaching and learning at places of eminence in India & abroad.
Haflong Govt. College Network Resource Center (UGC-NRC) was established attaching the Central
Library in the year 2011. The Centre has been provided with computers and Internet facilities.
NATIONAL SERVICE SCHEME (NSS) :
National Service Scheme, under the Ministry of Youth Affairs & Sports Govt. of India, popularly
known as NSS was launched in Gandhiji's Birth Centenary Year 1969, in 37 Universities involving
40,000 students with primary focus on the development of personality of students through community
service. Today, NSS has more than 3.2 million student volunteers on its roll spread over 298 Universities
and 42 (+2) Senior Secondary Councils and Directorate of Vocational Education all over the country.
From its inception, more than 3.75 crores students from Universities, Colleges and Institutions of
higher learning have benefited from the NSS activities, as student volunteers.
Activity Forum of NSS include National Integration Camp, Blood Donation, Plantation, Immunisation
Shramdaan, Disaster Management, Adventure Programmesetc.
Haflong Govt. College has a unit of National Service Scheme under Assam University with alloted
capacity of 100 volunteers. This unit was started from the Academic Year 2014-15. Sri Bubul Das is
the Programme Officer of the College unit of NSS.
SCHOLARSHIP :
The scholarship section of the College is responsible for all matters relating to various scholarships.
Generally, the following categories of scholarship are available to the meritorious students:
i) National Scholarship ii) State Merit Scholarship iii) SC /ST/ Scholarship iv) OBC/MOBC/Tea- garden
Labour scholarship v) Scholarship for Char area students / Minorities vi)UGC Stipend
SCHOLARSHIP MONEY IS PAID TO THE STUDENTS THROUGH NEFT TRANSFER
N.L. Daolagupu Best Student Award
“N.L Daolagupu Best Student Award” is offered from the family members of the founder father of
Haflong Govt College every year. A cash award of Rs. 10,000 with a Certificate is given to the student
who shows best performance amongst the students of the College in TDC Final Examination of Assam
University.
History:
Dima Hasao District is predominantly habitation of more than 13 tribal ethnic groups having their
distinctive culture and languages. Scheduled tribes form 68.2% of the total population of the district.
The founders of the College felt the importance of this state language and opened this subject from
the very inception of this College. Assamese department was started with the establishment of the
college in 1961 and Shri Nabin Sharma, Assistant Teacher of Haflong Govt. Boy’s School joined as a
part time lecturer and later on Shri Tarun Khakhlari was appointed as the first Head of the Department.
Shri Nagen Thakur, Birendra Nath Barpujari, Shri Dharanidhar Roy are amongst the founder lecturers
of the department. Initially there were four posts in this subject; but during 90th decade, the Higher
Education Department, Govt. of Assam had withdrawn two posts and transferred to Cotton College.
Out of the remaining two posts, one is lying vacant for many years.
